BEWTOMP. Bribe-'em-with-their-own-money politics. That's the fundamental problem of democracy. Legislators bribe electors with their own money, and electors vote themselves state handouts. Fix it this way: treat it as a design flaw in the institutional structure. Remove the motive for the standard corrupt bargain between politician and voter.
